Recreational Skippers Ticket

The time is drawing near for the Minister to press the start button and introduce the compulsory Recreational Skippers Ticket (RST) into Western Australia , assessors and Training organisations have been briefed and all concerned are preparing for the launch of the biggest boating safety initiative in over a decade

 The implementation and procedures have all been initiated and the process to issue some 150,000 forecasted RST’s and compulsion to comply shall be set for April 2008.

 Boaties can be rest assured that the Department for Planning and infrastructure has worked through numerous scenarios and considerations for a hassle free transition into the new system. There are basically three different pathways to obtain the new RST.

1.         Prior Qualification/ Skills Recognition – those individuals with current qualifications shall be contacted by the department with      information on how to receive the RST. Those who have qualification and are not on the DPI database can contact an assessor to seek recognition for their skills.

2.         Exempt Practical Assessment – this pathway is applicable to those who have had a vessel registered in their name for 5 or more years, again those that meet these criteria shall be contacted by the department. These individuals shall still be required to undertake the theoretical component of the RST.

            3.         Full Assessment – This assessment is for those who have had little experience or training and shall be required to undertake the full assessment being a theoretical (30 multiple question paper) and practical assessment (estimated 45 minute practical).

It should be noted that the RST involves NO Compulsory training and takes into account prior experience and qualifications. To assist applicants a FREE workbook shall be available that guides candidates through the required skills. Courses and training can also be carried out at a Recognised Training Organisation (RTO). The course is materially similar to the traditional Boat Smart course.  

 This qualification is to be applied to any person in charge of a vessel with a motor of 4.5 kilowatts (6hp) or more. In line with Tender specifications this still enables operation of tender vessels without a RST. Children between the ages of 14 – 16 shall be restricted to an 8 knot speed limit and daylight hour’s operation only.  

 

 

-                      Expected Launch of the Recreational Skippers Ticket is around January 2006 and compliance is set for April 2008 and those under 25 shall be required to comply by April 2007.

-                      The cost for card issue is FREE; the only fee’s to be incurred are for undertaking the assessment and also any training if required.

 The introduction of this system has been well planned and is poised for launch on the Ministers word.
